I will try it right now and will update you if it is working on my end or not.

Update: Here are each steps I take.

1.: Start the game
2.: Deny internet access from the game, both in and outbound through an application. (you can just simply turn off your net.)
3.: Select "Play Solo"
4.: Follow the steps under "readme" within the trainer. Basically I set the money to what I want and within the garage just select performance, and put your nitro to stock. This will apply the money and will be updated. Link

The money should reset to your original value once you start the game again in online since your money value is still stored online. You have to buy what you want while you are offline.
