When I activate the trainer it won't let me hack certain camera's in the game does anyone know why? is it an issue with the trainer or the game or are certain camera's not be hacked cannot be hacked? I'll be in a mission or trying to unlock a CTOS site and I can't hack all the camera's when going to unlock the CTOS site on the map and some missions.

No idea, but I have the same issue. Haven't been able to link it to any specific option myself, so maybe it is just having the trainer activated.

I have completed this game twice with the trainer on Steam and never came across that. Are you using the right trainer for the right platform, they are all a bit different.

necro post, my apologies, just got Watch Dogs on sale and can confirm that using the correct trainer for my version (the other trainer crashes immediately without entering the game) after using the Warp to GPS option, I cannot hack cameras until I restart the game. I can hack NPCs, street lights, make things explode, but I cannot hack cameras. All other trainer options seem to work fine. If I activate no other options other than Warp (land in water to survive the drop), I can still hack cameras until I activate Infinite Items, and then the cameras can't be hacked.
