Just a warning in case anyone tries requesting an unlimited chaos form option, I tried and apparently it couldn't be isolated so it's unlikely that it's going to be an option.

The easy Complete quest rewards just loops when activated. Doesn't complete it, just infinity loop
this statement is incomprehensible to me.
toggle option on.
go to quest rewards
pick one that isn't been turned in.
click on it and hold mouse button down until it completes.

Looping as in the bar will travel to the right while holding the mouse button down and then starts at 0%(to the left) and then moves to the right again. On all quests. You get the audio sound of it completed but it just loops again.
