I found that if you keep money option on after getting the money first time, any changes to the money will reset it back to the original value. I toggled it on, looted a guy, and then turned it off. Money stuck after that.

I'm a little confused as to why people are using this option and leaving it on...
Get $50,000 or more and you are set for the rest of the entire game. Get the money, save the game, restart without the trainer and you are good to go.

I actually set mine kinda low so that it didn't feel like everyone I looted was broke. After a few resets I just decided to use it once to get a enough for the rest of the game and turned it off.
You also don't need to restart the game. Just turning the off money option works.
