I am at level 4 doing quests in Edgewater. So it's too early to see those options?

And yes, I am running the correct trainer for version.

All store owners/vendors/vending machines have zero items in inventory. I've tried sleeping, restarting, turning all trainer options off, reloading - has anyone run into this before?

This sound like a corrupted or missing file, verifying the game files could fix it.

I'll try that now - weird thing is that it was a brand new save. I used the cheats to get more perk and skill points and then the first store I went to in Edgewater had no inventory.

Update: So verifying the files didn't solve the issue. The only way I can get anything to show up in the vendor's inventory is to sell him something and then it's just there in the "buyback" option. Doesn't seem to impact older saves. I'm going to try to start a new game again and see what happens.

Update 2: Figured it out. You can activate the options that give you extra points during character creation, but you shouldn't activate anything else at all, or modify any values until you've visited at least one vendor. That seems to have eliminated the issue I was experiencing. Just in case anyone runs into this like I did!
