Regarding your issue, it works fine on my end. Remember what the notes say, it only increases the chance of a legendary drop and not the chance of item drops at all. Which means you will not get a legendary every time you kill an enemy.
Hello 0x90, i have the same problem, option "Increased Legendary Drop Rate" drop all the time the same legendary weapon and same shield

Some insight into the increase legendary drops option. I tested this on mobs and also on golden key chest in Sanctuary. It looks like all loot is dropped based on Amara character. Maybe that's who was being played as this option was made. All class mods are for her, all grenades are the of the hex variant. Also, always giving same SMG and from the golden key chest, always same gun. I tried this on various different classes as well, to the same outcome.
Yup. Firesale Musket SMG, Mirv Hex variat, same type of shield variant and Amara mods. The heart options for slot machine got me the legendary artifacts but usuallyy the same few types which is best use for Amara. The drop rates are crazy tho. 1 mob can drop 3 legendaries and the golden chest is 100% legendaries of the same type of items as above.
