You can change your level. You just can't change the battle xp anymore. I went back to 40 and worked through the xp bar to unlock the gilli top and then changed to 49 to work through that bar to unlock Nomad.
So if you change your level, does the reward for that level unlock when its changed? If I learned one thing from cheating games..its always edit EXP and not the level directly. It usually causes issues and you miss stats/unlocks.

What I did to fix the not unlocked items while being already lvl49 was to set the "Current Tier lvl" (editor) to target lvl -1, check how many reward points you need to reach the target rank (in game) and set "Current Battle Rewards Points" (trainer) to that value -1, set the "Current Daily Progression Points" (editor) to max -1, and complete a fraction task so the game unlocks the item by reaching the rank in the normal way.
Repeat that to every rank lvl you want.
