The only thing I did different this time was add the parameters to the Ubsoft portion. Still has B_eye running in the background. I always uninstall and check the ini file. Still the same settings and the thing is this - it never asks me if I want to install B_eye so for some reason it is not even uninstalling when I run the .bat file. This is strange
If you still having issue after following my post, it might be advised to do a clean reinstall of the game.
Then start from the beginning of the instructions again.
If you having issues on steam and using trainer try the following.
Clear any launch parameters you have.
Start game and make sure you get to where you made you character and can exit.
Exit the game and then add the parameter to steam and uplay (uplay might not be needed, just did for failsafe)
Do the part 2 of the instruction
Navigate to < path-to-game >\BattlEye
folder in the game folder.
Run Uninstall_BattlEye.bat.
Open BELauncher.ini.
Set SilentInstall to 0.
Then run the game and turn down any prompt to install BattleEye again, usually CANCEL.
This worked for me to get it working.
This needs to be added to the special instructions. I just had the same issue and now it finally activated. It wouldn't activate even after adding the arguements to the launch settings.

If you are having an issue with the trainer please put in an update request
Just a heads up that posts with issues here and not update requests, don't get looked at. Help yourselves and others by putting in that update request if the trainer is running into issues.
If you want you can spend RC to put in 3 update requests and boost the trainer priority at this Link
Please use the update notification system to report a game patch, update or to report that the trainer may not be working with the latest version of the game. If 3 or more reports have been filed, consider BOOSTING the priority of this title for a faster turnaround on the updated trainer.
