Sorry for the double post but I need to make a note of one thing: some merchants do have things to sell like Rigs (weapon/armor), McCabe (mods) and Reggie at Ward 13 and others in other worlds but if you have the easy upgrade cheat (numlock key 7) on when you first talk to them, if you switch tabs to 'buy' whatever it is they're selling, their inventory will have nothing and it will register as 'empty'.
To see if any merchant has anything to sell, first you have to exit the trade / cease trade/conversation with the merchant, press 7 to disable the easy upgrade cheat and talk to the merchant again. Once you do that, if they have anything else that they can sell to you, their inventory will work as normal.
For some merchants which only have single inventory like Ace, the easy upgrade cheat has no effect on them whether it's on or off when you talk to them.
The easy upgrade cheat is the only one that affects merchants' inventory. No issue with the other cheats. Maybe this info can be appended to the .txt file contained in the downloaded zip file so that new downloaders will be aware of this.

Pretty sure Cali and 0x90 are offline right now, or asleep. Different time zones..
There's already 28 requests to get the trainer updated, they will fix it when they are able. The request has already been boosted. Sending them more requests won't make the problem go any faster.
