Doesn't change the fact that I have the proper install and it is not working...

The error message says you have installed the .NET Core RUNTIME but not the DESKTOP RUNTIME package.

Try these links:
dotnet.microsoft.com/download/dotnet-core/thank-you/runtime-desktop-3.1.5-windows-x64-installer
dotnet.microsoft.com/download/dotnet-core/thank-you/runtime-desktop-3.1.5-windows-x86-installer
Or if they fail to install because of Windows 7 try these older ones:
dotnet.microsoft.com/download/dotnet-core/thank-you/runtime-desktop-3.1.0-windows-x64-installer
dotnet.microsoft.com/download/dotnet-core/thank-you/runtime-desktop-3.1.0-windows-x86-installer

However keep in mind that we do not support Windows 7 anymore. So if this does not fix your problem please consider upgrading your Windows especially as you also no longer receive security updates for it (Microsoft dropped support as well).

Doubt I'll go to win10 on this PC as its getting old. Been holding off as I think it visually looks absolutely terrible. They also forced to many things on the user at first.

Caliber is correct. Only Desktop 3.1 will work..

Oh my god it was doing my head in!

I formatted my PC a few days ago, tried to load and had an issue.. Literally installed TONS of the Net Core runtime stuff and none, until this post with this one working: dotnet.microsoft.com/download/dotnet-core/thank-you/runtime-desktop-3.1.5-windows-x64-installer

So I've just gone and removed ALL the other ones because it was a fair bit haha

I'm having the same issue.
I just downloaded what was linked.

I still get the same error.
