I could not find that anyone had mentioned how to get around the issue where you maxed out skills and now can't set difference resources anymore. I had already played a lot and gathered weapons and mods and did not want to do it again.

You have to be in level tier system (once you hit level 30 you can start to tier up). So you enter loadout and click a weapon. Level up that weapon until you are missing a resource, now press NUM 8 to gain that missing resource. Leave inventory and return. Keep leveling the weapon up until the next resource is depleated, press NUM 8 to fill it. Do this until all 4 resources are full.
