After the error, I got it eventually working. Unsure what the bug was. @PWizzard. Using it in a normal game with Gathering Storm. I was really confused for a little bit as I had been using it all week. Thanks all resolved, just not sure what changed.

Looks like the game has had a minor update (reported). I've checked the trainer using DX11 (DX12 crashed when I loaded the map but that was before I could even activate the trainer so not a trainer issue). The trainer is mostly working for me except for: 6 - fast research and 7 - fast civics. Editor still working fine as far as I can see.
There were some minor things that needed help, like Research and Civics.
