How the hell do you use the blueprints to update your gear?!

The only place i seen that i could spend blue prints was on the Wanderer, after he comes to your camp when you save him during a random mission, this however only happend to me ones, made an 100% garenteed High End crossbow, for 38 blueprints.
after that i never seen him anymore, neither as rescue-able camp followers.
im somehow starting to suspect he will only come ones per week like the weekly missions, but i may be wrong.
