Looking on all the old sites, a lot of them give the cheat that says to hold ctrl, shift, and C and type in Tony S. I cannot get this to work and I'm wondering what version of the game I need in order for this cheat to work.

Likely what the description says:
Windows 7 or below and the retail version 1.07 (retail = game installed from a physical storage medium like CD/DVD).
