You can make a new GT, but those options you can't use. You have to buy a new copy of the game itself.

Auction House, Forzathon, Tunes, Skins, etc is no longer available on a logged game copy

I ask support at the forum but they closed my topic said "We don't talk about bans here". So that's why I ask you guys. I created new 3rd profile in my PC and buy game pass and it's not working. So it mean my PC is tagged and to be able to play I need new PC

Sounds like HW Ban and your Windows 10 could be flagged.
Maybe do a format and try again. If not it's most likely a HW Ban.
