I do not believe that they would ban your MS account. You did not violate any MS TOS, just Forza TOS. Same as in FH3, only GT is banned. Also there were people who has the exact same problem. I have contacted them which they said the error fixed itself after some time but there are also people who still has the server error issue. This confirm that it is indeed the issue on the server end and nothing to do with the ban.

I created a new account and tried to use the trainer as soon as you earn money. I'm not sure if that is too far into the game but the credits still aren't working for me. I've also tried getting to the point where I gain the ability to modify my car and tried method using the cart with no success.
They do ban Microsoft/Xbox account, not only the "gamertag".
And yes, you violate the Microsoft TOS (Xbox Live) by cheating, not Forza TOS.
If you are banned, you need to buy the game again on another microsoft account and play legit.
Cheat on forza games is a very bad idea if you want to play online or use features like forzathon/livery/AH/custom spec from players...
When you are banned, you are playing like if you were in "offline mode".
So, only use the cheat if you want to play in offline mode only.
