    I didn't say it was the max, just that it gets you maxed i.e. to level 20.

    I, and several others, have been able to manually add feats to a newly created character, so it certainly is possible to add feats. But, it's certainly not easy. This is what a feat looks like in a save file: Link. The Feat in question is simple weapon proficiency.

    So the method we used was to create several otherwise identical characters, but with different feats, and than found, modified and copied the feats to our actual character. To move a feat, you need to replace m_UniqueId, and to replace all $id values with unused ones. So, if the last $id value in your save is 470, you need to replace the copied feats $id values with 471, 472, and so on.

    To make a feat adding save editor, you would need to datamine all the feats, and than program the editor to automatically add the m_UniqueId of the character, and add consecutive $id values, beginning with the number following the last $id value used in the save.

    So, technically possible, and as I understand it, the hardest part would be to datamine all the feats. Hardest in this case meaning time consuming. But, of course this is simply my guess, not fact.

    Any tip on the present editor regarding the class & progressions section? Say, I want a character with multiple class to have maximum (a workable) level. Is it possible to do this in the present iteration?
