I'm wonder if DQ XI saves are shareable or locked to Steam account? I'm looking for 100% save.

Yes, saves are shareable. You can find your saves in the following path, \Documents\my games\DRAGON QUEST XI\Saved\SaveGames\BookXXXX where XXXX is a bunch of numbers. Within the BookXXXX folder are all the save files. Import the saves you want to use into that folder. Makes sure to back up your original saves in case you want to revert back.
