Please provide a savegame with exact and easily repeatable instructions so 0x90 can reproduce the issues,provide the location of the savegame on your hard drive.

also I went back to an older file and played as kiryu and everything works but when I play as majima everything resets

I've tested your savegame and everything works except money / CP. But you said nothing works except heat so I'm confused. Can you please confirm once again that HEALTH cheat is NOT working for you?

Well I can confirm it is working on regular guys
but I was facing a bigger enemy think they call him mr shackdown that killed me instantly
I will see if I die by him
