The way to get offline is a bit weird, so I will help people get there.
When you first get started, go through all the normal steps they show you. After you get to the public lobby for the first time, exit it and go back to the main screen.
Now, turn off or disconnect from your wifi or wired internet completely and attempt to re enter the game.
The game will likely either kick you out and back to the main menu, or will be a good boy and ask if you want to use the offline lobby.
If option "A" occurs, try again, and it should ask if you want to go offline.
If option "B" occurs, wait until you are in the empty offline lobby and reconnect to your internet/wired/wifi.

You can go in an offline lobby when your choosing the type of lobby you want to enter, just press Y to go into an offine lobby instead of picking one of the Lobby opions.

No need to do that. If you are unable to get into a lobby you will be at the screen where you can look for other rooms. In that section it gives you the option to switch to offline by pressing "Y" on my controller. if you are in an online lobby it does also give you an option to leave it and go to an offline one. No need to disconnect from internet. I didn't have to.
