Im just reporting that the trainer needs to be updated but its retired and the current trainer is not working. on may 29 2019 was the official date when the last major update was released all other updates now just fix bugs and other things that will not affect the trainer but right now the trainer needs to be updated.
I was about to second this, but then another patch dropped yesterday. 😀
So the stance on “holding fire” for now is the correct one until it really settles down.
While not quite a trainer, there is a half-decent save game editor you can use in the meantime here: Link (Mods if this link isn’t allowed, please delete and accept my apologies, I don’t post very often.) As usual for editors like this, ALWAYS backup your save files beforehand. I’ve had no issues at all using it, though I’ve only done simple stuff like up my attributes, skills and inventory items. Use the advanced section to mod your inventory items, to get more of something, you need to get at least one of it first, and then change the 1 value to how many you’d like.

Trainer is ON HOLD as you can see on the trainers page. So it won't work until it comes back to active status and a new trainer is made.
