Alright, so I believe I found where the trainer would fail the 3 items I listed above, the first thing I would do is enable the "Collect Resources and Command Center" so I can add whatever items I want to my reserves in game. Well that worked fine and not thinking about it I left it on. So in turn it caused the "Fast Construct", "Fast Build", and "Fast Research" to fail everytime even after I installed the latest .NET 4.8 on my machine.
So what I did in my test, I enabled the trainer in the main menu, started a new game, enabled the "Collect Resources and Command Center" edited the values in the editor, went in game to make sure it saved them and then turned off the "Collect Resources and Command Center". After that I could enable the "Fast Construct", "Fast Build", and "Fast Research" with no issues.
So just in case anyone else runs into this issue, turn off the "Collect Resources and Command Center" after you edit the values you wanted and the rest of the cheats should activate just fine. I am guessing the reason why no one else ran into this issue is because they were not doing what I did. I am suggesting that this be added into the readme in case someone else has issues like this.

the best thing is to start something you are trying to use the option on.
you want to collect the values that are stored in the main building in the campaign. Make sure the game is unpaused then click on it THEN use the option.
you want the easy construct option, make sure the game is unpaused then start a construction THEN toggle the option on.
YOu want fast troop construction, unpause the game, start troop construction, then toggle the option on.
etc. etc
First, are you running the trainer as an administrator?
Second, do you use it as soon as you can see the Command Center in-game?
No luck.
Other options work which is strange.It is just this Collect Resources that keeps failing.
I have tried:
Running trainer as administrator, launching the game from the trainer, activating the trainer, start a new campaign then immediately when the command center appears and press 1. Get Failed.
Running trainer as administrator, launching the game from Steam, activating the trainer, start a new campaign then immediately when the command center appears and press 1. Get Failed.
