Not sure how else to help you. If the chopper has a laser this is the only suggestion I have to for you, other than to save often.

I was wondering why the dogs can see me and attack me when I'm in stealth mode?

i never saw any animals in the game, for one. You may have to kill the dogs rather than skip them or run past them if the stealth doesn't work on them or specific things.
