Would it be possible to get a tool to unlock downloaded tunes? that's if they're stored locally. Hate getting a quality tune to realise that the gearing is all wrong or the brake pressures aren't to my taste.

According to Horizon 3 & Motorsport 6, tunes and paint jobs will grant in-game money to the owners of those tunes/paint jobs when someone downloading them, use them, selling the cars with them attach. It's need to be lock so another people can't edit it and steal the original owner works.
And, I remember someone successfully unlock the paint job in Horizon 3. That person already get ban. So, my suggestion would be try to ask the tuners for the infomation instead.

Full version trainer working great! Make sure to use trainer OFFLINE. Remember you can set offline preferences in your Windows store settings, DON'T BE STUPID.
If you want to be extra super safe then just use the opponent modifiers. Already raking in the cash myself. Just crank the difficulty to max and use opponent spin. Take the lead and spin them out when they catch up.
Also if you still want to be even more safe about it then don't use the teleport to finish races quickly as your times could be potentially logged when you go online again. Would be kind of obvious if you finished 1st in a 12 lap Nurburgring in 10 seconds.

No matter what, I can't make opponent spin work.

Did you try initiating the super acceleration first? It says in the notes that some features won't work until you have used it at the start of a race.
So unless there has been a recent update it should be working fine.
Super acceleration option also make my game crash.
