why cant i use the money i get in manager mode i am offline?

I had this issue too, and it was answered on a previous page in this thread. The problem is simply the amount - $2bn is too high and the game behaves as if you have no money for certain things. All you need to do is change the amounts in the trainer before launching the game. Anything under a billion should work. I've been setting all the amounts to $900m and it works fine.

Unfortunately I just tried using it again and it's not working since today's patch. Other trainer options seemed to still work.

Please use the update notification system to report a game patch, update or to report that the trainer may not be working with the latest version of the game. If 3 or more reports have been filed, consider BOOSTING the priority of this title for a faster turnaround on the updated trainer.

Just wanted to pop in and say the update is much appreciated. Money options working fine now!
