I don't see any reason other than it looks like it's not been requested by five (5) members yet. This is the message:

Cheat Happens does not support or condone the use of cheats in a multiplayer environment and will never create multiplayer based cheats or trainers. -------------------------
It has a Single Player mode and I don't see it on the Retired list so any Premium members may request a trainer for it. It takes 5 requests and approval by CH then funding.

5 different people must request the title before it appears in the request section.
