How do I go about updating game with Steam version? Do I actually have to be in game, or does it download through Steam? I think on game main menu, it says version 2182206? Thoughts and help appreciated

If your Steam client is set to 'Online Mode' and you haven't altered the default settings your game should be updated automatically as you start the client.

Steam updates the game for you so it should already be up to date. It does use a queue or scheduling system but it's generally only a few hours of wait before it downloads it automatically without you starting it manually by checking the downloads section of Steam.
For UPlay just starting the game should prompt for a update or ticking the auto-update option if that's off should refresh and update any supported newer game. (Older ones on UPlay use a separate gu.exe system but that's from a few years ago and doesn't apply here.)
EDIT - And that on the main menu is just a build number, forgot what 1.0 was called though but I'm guessing that number above corresponds to 1.15

new patch 1.3 just dropped on STEAM, it should auto DL now, if not just goto
steam > settings > downloads and clear cache, relog and it should start.
also works if your DL is stuck in queue.
