Ok am I doing something wrong here.
I have been using Fast XP Gain, I have slept multiple times, have huge amount of EXP and still on level 1.
What'd I miss?
You probably just need to rest, try find a camp or an hotel and rest for the night it will use all you xp gained to make you level up
Nope, rested at a caravan and nothing changed.

Maybe a stupid question but do you have the Nixperience Band equipped on any of the boys?

Not that I noticed I will have a look again now.
I ended up just maxing out the level (120) before leaving the first area right before the car is fixed.
I'm not sure what I did because I stopped leveling up when I got to the hotel, this was after buying new equipment, stocks and customizing the car.
One thing is you don't get enough AP to max out everything.
