I tried to use the report system like you suggested and was promptly told that I was wrong and that the trainer is working flawlessly and that I was supposed to use the thread to report stuff like that....
So basically even though there are two people right here on this page who are having the same issue with the trainer not working correctly I am wrong apparently.
I just tested the trainer on fresh campaign for both Union and then again for Confederacy, and easily crushed and defeated the opposing armies. All Units options worked. Also, played the campaign until I could get to the forming armies options and they also all worked.
There is nothing to fix. Either you don't have the same version installed, a mod is interfering, or you are not waiting to use the options as described in the instructions.
This game is made in Unity, so code isn't created until you do certain things.

I give up, I uninstalled the game and got rid of all saved data, reinstalled game, went through the first mission so I could get to the camp screen, trainer was activated at the first screen, went to armory bought some guns, went back to camp screen and tried to capture data and it failed, if I had not been able to use this on a previous build I would think I was doing it wrong but I did get the previous one to work.
So I think I will play something else for a while and maybe they will finish this game and I can start over.

less than 24 hours after our trainer was updated, the game patched for the 10000th time.
please go let the developers know how you love their endless patches

Also the option is pretty clear how to create, then capture the code/army data..
Numpad 1: Capture Army Data - While at the ARMY CAMP map, where you can see
your total money and recruits and etc., make sure to either buy
or sell supplies at least ONCE, then press this key to capture
all the data. You can then use the Numpad key options below
to reset the values. The values written can be customized in the
trainer.
You must do this FIRST or the other options wont work.

The SUPPLY button is just below the big BATTLES MAP button at the Army Camp screen.
