vivec mages guild go left after you teleport and one of the two people can teach it to you.

hmm fire, ice and lightning shield.... ( wanders into his mad scientist lab, with all his lovely grandmaster alchemy tools) here is a hint, get the best tools you can afford the go shoping for ingrediants in Sardith Mora. now i don't know about the fifty foot radius thing but i can brew up a mean multiple shield potion that last for three hundred seconds. ( discreatly hides the ash yams and netch skins he'd been using for something else.)
