Either the capture is bugged (option 2) and fails to capture the TP or option 7 (Add tactical points) does not add additional Tactical points.
It's also not a display bug, when researching something (which uses tactical points), the correct amount of points is deducted and not a massive increase is shown.
The other features work as intended.
This includes the other half of option 2, because it does capture Unit Deployment Points and adds them successfully using option 8.
