I don't believe that applies here as the game was never retired. You can make a request and subsequently gift the game once it's added to the request list.
This game was retired before because it was not able to be played in single player without an internet connection. We have seen patches and updates change that status in other games but has it in this game? This is what Caliber posted in 2015:
We need to know that you can play this game with the internet shut off.
1) have internet on
2) start a single player whatever
3) unplug the net
4) if the game crashes or stops working correctly, then likely this game uses server online
5) is there two .exe running when you are in single player, one for server and one for client? etc.
If you would like to test it now, that's what they will ask. Let us know. Thanks.

If parts of the game require it to be connected to the internet, they still won't be able to make a trainer for it. If that's the case, I'm afraid they won't approve of unretiring this game.
To be fair, that's more of a special request and I'm going to suggest that you send a PM to PWizard. This is beyond the scope of simply bringing back a retired trainer.
Detail what game and what exactly you're wanting to do. Best to let him answer that question I think.
