What qualifies a game to retired? I requested one and turns out it was retired but there was never a

What qualifies a game to retired? I requested one and turns out it was retired but there was never a trainer released for it that I could see. This isn't a complaint or anything but just simply curious what makes the admins list a game as retired. I tried looking around the site for info but couldn't find an answer. (maybe i didnt look hard enough?) Thanks in advance for any replies.
