I appears that the Cheat Happens trainer XCOM 2 - Trainer (PATCH 04.18.2017 + LONG WAR 2) - has been modified/hacked; No trainer is actually downloaded from your site, and when the RAR compressed file is opened the user is directed to the Windows 10 Recommended Apps Page.

It's your antivirus/other security software that is blocking the extraction process. You need to move the downloaded rar file to a folder that you previously have excluded in your AV/other security software from any scans.
You also might to exclude the -Work- folder in this location -> C:\Users\YourWindowsUserName\Cheathappens\
Best thing to do: Have one folder only for all our trainers. Create an exclusion rule for this folder and that's it. Even better would be to use our Trainer Manager (Link), set this folder as your default trainer folder in the TM's settings and have it all nice and clean. Doing this only the trainer exe files need to be stored (no subfolders).

C:\Users\top\Documents\My Games\XCOM2\XComGame\SaveData
I can use some functions at this moment such as Expose Map, Unlimited Moves/Action, Add Scientist and Add Engineer because it is the console cheat.
I cannot use other functions, I use the Capture Unit before using others. But no ones are working.

is Long War a mod or an actual dlc or expansion to this game?

It's a mod. The current trainer claims to work for LW2 (Long War 2) but Pavonis updates Long War 2 more frequently than the Vanilla game. They may be unable to get the trainer to work because of a Long War 2 update, but I would just wait until a few days after the next Base-Game Patch and LW2 Update before messing with it. Seeing as LW2 is constantly updating, I wouldn't be surprised if that's the reason and that if they removed LW2 and its accesories the trainer would work perfectly, just like on my game.
