I made exclusions for the exe, the tmp file and the cheathappens folder and the editor begins to start up then crashes with no errors or prompts.
Just ran it, opened fine for me. You may need to clear your quarantine folder and turn off any live scanning services in your anti-virus/browser.
I tried all that and it still won't open for me.
Then something on your side is blocking the editor to open. Likely some software blocking the creation of the Cheathappens.tmp file in the Windows Temp folder, as this is a special location in Windows.
I've deleted the Cheathappens.tmp file and restarted the save editor and it was created with no problems.

This older save editor creates a tmp file in the Windows Temp folder -> C:\Users\YourWindowsUserName\AppData\Local\Temp\
It's called ~CheathappensTrainer.tmp. A good security software should have quarantined this tmp file. So please look up the quarantine of your sec software and if it's a really good sec software, you can restore and exclude the tmp file from there. Otherwise you have to perform this manually.
