FYI, this is still not working for me, thanks anyway for all the effort guys, I realize this game just isn't that popular and doesn't warrant spending any time on, but one can hope anyway.

So, if this is of any help to anyone, I did kinda get this working.

For the scrap increase, I had to hold down the trainer key (ie: numpad 1 by default) for a few repetitions before the value actually started increasing at all (and it only did so in the hyperspace/testing bit, not in the construction mode).

It also didn't actually add a value anything like what is set in the trainer - it seems a bit random, and if you hold the key down for a while, the value that's added to your scrap for each repetition starts to grow exponentially. I mean, it does work, so whatever, the actual value isn't important.
