..to download other people save file. That was how I get "deterrence" achievement

...or use the newest trainer to reset materials back to zero.

What exactly causes this glitch? Is it using the Materials part of the trainer?
I've been switching between MGS and Mad Max, and doing a lot of side stuff in both, so I haven't encountered nukes yet.

Yeah, if you activate Massive Materials at any point in the game(regardless if nukes are available for you or not) when you are at the point of being able to, you will see that you have Nukes stuck at 8/4 in quantity and you can't change that no matter what you do.

    That's the glitch

What about with the new trainer option to set materials to zero?

With the new option it set my nukes to 2/4, but I was then able to edit that to 0 with CoSMOS so it worked just needed a little extra help. Thanks!

My nukes were set to 0 as the option implied. Thank you very much, CH.

What about with the new trainer option to set materials to zero?

For whatever reason the updated trainer doesn't reset the materials to zero for me. It'll set them to the highest possible values but then it won't set to zero when I press the key again. It only changes them back to whatever I had before using the massive materials option. Meaning if I had 13,000 fuel originally it would change to 200,000 and then back to 13,000 when I get the second "activate."

As for the nukes they became stuck at 8/4, but thankfully I backed up my saves before using that option.
