How I did perks was to find experience (Float) early-on when the unit was in an early level. Std. CE stuff, find initial value, do battle, search for new value, then you're normally good. Then when you've got it isolated add +5K or so experience so the unit gained 4 or 5 levels at once. Keep in mind after adding experience you'll have to go through a battle for it to render into level gains - until then you'll have something like 5900/900 experience and it'll stay like that until a battle. Also note the address range for experience after you've isolated one and boosted it because other units will be in that same range. You can search for experience for the other units based on their current value alone and often isolate it without having to go through another battle and value change because it'll be the only hit in that address range.

Anyway, with 4+ perks gained simply search for it's integer 4 value, choose a perk, search for the new value, etc., and there you go. If you change the value to 40 or so you'll have enough for the unit to get all perks. Do note, however that the address range isn't as consistent/contiguous for Int4 perks like it is for the Float-based experience values. There were two distinct memory blocks I found perks in so make sure you've cycled through enough iterations to be confident (hence having 4+ perks before starting instead of 2) and don't jump the gun and guess if you've got like 88 hits because it could be wrong.
Guesses on experience once you've nailed the address range are easier.

Haven't played too much trying to find stats yet but perking-out all brothers in my squad was enough to give me that Cheat Happens gameplay (i.e., dad with 2 small kids = a few hours of gaming per week; don't have time for the grind these days). Good luck.

Stats are relatively easy to find and change using CE. There is probably a better way to isolate the full stat array with ordering and memory offsets and the like, but the redneck easy option is to do one at a time is simply search for the stock/base values on level-up (not the value including buffs/traits but the characters base), add to it using the plus on level up, *finalize the change by hitting okay*, then search for the difference/new value.

Most primary stat values you can be isolated with one value change, so in theory if you run multiple instances of CE you could reliably alter/max 3 stats per character level up. It's a little laborious, but if you also hit the character's traits (see above post) then you'll end up with some bad dudes whom you won't soon need to replace/redo so it's worth the time.

    Good luck.
