Stasis Field Generator:
can be acqired in "The Magical Fortress" (Rubert the Gunsmith's place) there is a teddybear on some balls one floor above him, that can be used, if done so multiple times his demeanor changes and when his eyes are glowing red he explodes and you can take the blueprint from the balls.
Quest "Chasing Past" (after talking to the curator of the museum) (NOT for the faint of heart, it's heartwrenching this one) After the last task at the quest stage there is a room that can be opened directly to the left on a workbench INSIDE the room there is the Blueprint.
The Quest "Chasing Past" awards a key from the curator, while doing the quest "The Museum" a door can be found this key is for, inside the storage area in the middle on top of some boxes is the blueprint.
When doing the "Protect Survivor" missions in the slums these are awarded:
Omar (Fishing guy on the lower part in front of the tower)-GTFO
Faruk (Salesman at the back of the tower)-Fire Launcher
Babar (Werewolf-guy in the train-area)-Exorcist
Ahmet in some house, a guy that wants to get out of Rais' gang)-Puff Puff Pass
And then I dont remember where somwhere in Old Town-Electrocutioner:
(taken from gosunoob site): On top of the largest tower in the area. There are several ziplines connecting this tower with buildings nearby. It is hard to miss it as it dominates the area with its height. On the last floor of the tower there are a couple of wooden pallets and the blueprint is on top of them.
