Quick 2 questions:

Did the Empire at any time of its existence allow the wearing of jewelry(neck, hair, piercings) or specific accessories (tattoos and such) on high ranking officials like Moffs, Admirals, Lieutenants etc.?

And if there was a rule against this, did they ever allow exceptions? Different races e.g. Chiss.

Also Chiss were the only ones that ever achieved the rank of Admiral (Thrawn) afaik, right?

I'm not sure about jewelry but humans also reached the rank of Admiral too. Admiral Piett was a human.

I think what he meant was non-humans, and yes, Thrawn was the only non-human Admiral (he's actually a Grand Admiral, which is a step above Admiral. Grand Admirals were extremely feared by the Rebel Alliance/New Republic, as they were the best of the best as far as strategy and tactics. Grand Admirals were also part of Palpatine's plans to bring the Imperial military more directly under his control, much as dissolving the Senate and putting the Moffs and Grand Moffs in direct control of the civilian government in each sector was a move to bring things more fully under his control.)
