Hey guys has anyone else noticed while you are in combat you can't change the skills you have on you

Hey guys has anyone else noticed while you are in combat you can't change the skills you have on your bar, it actually won't let you. Anyone got a way around this at all because I had a time where my party got slaughtered by a dragon except me and I couldn't revive them because I didn't have revive on hotbar...
