I've been playing the Steam version of the Witcher-EE the last few days using the trainer without problem, after redownloading it earlier this week. The steam trainer runs fine on my Win 7 system fully patched with MSE and malware bytes.
After reading your post I figured I'd give the non-steam trainer a run as troubleshooting, it also crashes pretty much instantly or while authenticating.

Application Timestamp: I don't know if this is unique
Fault Module Name: URLMON.dll
I had a fix for this but it only works with windows 8 and not 8.1
To use the trainer you'll have to choose between removing your actual version of IE (11/12) and downgrade to IE 9, or disconnect from internet (unplug/switch off) and use:
"Offline Trainer Authentication
Trainers that have been personalized for Unlimited members require authentication before they will operate. Typically this is done over the Internet and is transparent to the user. If no Internet connection is present, an offline key is necessary. Download this file to create an authentication code for your computer then continue to the offline key creation page. You do not need to create a different key for each trainer."
