I was having the F1 problem. The fix for me was to right click on the trainer and select run as administrator. Hope this help

Behaviors I've noticed from the trainers:

    For the stat editor:

I noticed that aside from Cunning or Constitution the values will not take effect unless a passive ability is taken that raises said stat.

    Example:

You're playing a Warrior, and you set the strength to 200. The values that strength modifies, Attack Percentage increase and Guard Damage Bonus, will not update until you take a passive skill that raises strength permanently. For warrior this could be Flow of Battle, which raises the Strength stat permanently by 3. Weapons that augment strength do not work, it has to be a passive ability.

This means that Willpower, Dexterity and Magic can never be edited by the trainer if you're playing Warrior because the class has no passives that raises said stats. I haven't reached the specializations yet though, so there may be passives there that increases the stats mentioned earlier.

    OblivionSA:

    I hope this isn't too late. @.@

I noticed the issue is that for you to apply the points and they take effect you must be controlling the character.

    Example:

1.) You control the inquisitor and you go into character records and try to apply points to Cassandra using points from the trainer. - This will NOT work.

2.) You control Cassandra and you do the same thing above. - This will work.

This means that if you want to apply points to anyone other than the main character you have to go to a place where you can have control of them. For example, in Haven you can't give points to anyone but the main character because the main character is the only one you can control. You have to go to to an area where you can take control of the character you want to give points to.

    Hope this helps.

EDIT: Also it seems that the no cool down option, numpad 3, also works for enemies and the entire party instead of the selected character. I fought a bear that kept doing its special stomp attack every time, and when I turned off the option the bear started to behave normally.

EDIT #2: Apparently the STR modifier isn't saving on the warrior I am testing. It works after the passive is taken but doesn't apply when the game is saved and reloaded. I need to test it more.

EDIT #3: As for the STR modifier it doesn't save. You have it only after one battle but then the stats it modifies goes back to normal. If you load a saved game the str stat goes back to normal as well.
