Yep. A modified version of Frostbite 3, to be exact.
Which is one of the reasons there likely will be no user made mods for this game, sadly. (While many mods are ... neither necessary nor good, some others are highly recommended, not to mention the community fixes for bugs BiowarEA couldn't be bothered to fix anymore on the previous DA games... *sadpanda* )
But alas, with modding possible, they couldn't sell cheaply made weapon reskin DLCs anymore.

That is the crux of the issue, either let there be modding and have less opportunity to monetize add on content but gain longevity for the game, or restrict modding and have more monetization opportunities at the the cost of longevity. Decisions, decisions.
