Perhaps he means during online play with random people, then the answer would be NO.

If you are speaking of overall gameplay when you have simply used the trainer to get your weapon mods or perhaps want to test a character with all skills with a friend on a private game, then here are some basic gameplay tactics.

1) Cover is your friend. Even with all skills you are simply an ubermensch, not a god. Armor regenerates, health does not, so listen for that distinct *thud* that marks the last chip of your armor being lost and go too ground while it regens.

2) Bag tossing, only cash is really worth tossing ahead of you, and even then more often when you are playing with ledges and/or have a nice train. Jewelry and drugs you can sprint faster than having to play with picking bag back up, and gold/weapons simply aren't thrown far enough to negate the act of having stop in the open to pick it back up, even with the enforcer skill giving extra throw range and ghost skill giving faster interaction.

3)Listen for the specials, each one has a distinct noise, from the distinctly metallic banging of a shield, the buzz of a taser, or the whistle of a cloaker, keeping your eyes and ears open is key too survival.
