Feedback, Complaints or Problems

It seems again I can't access the website via my pc yet through my phone I can access it as long as I turn my wifi off. Here is the error message it gives this time.

"Error code 20
The proxy failed to connect to the Web server, due to tcp connection timeout. "

I don't use proxies so not sure
It then says the date, time etc. My ip, proxy ip and origin server ip.
Any help would be nice. Unless it's only a problem in germany and ill have to wait.
