The "Cost" of each power is how many mem slots each power takes up, so setting all of these to 0 means you can potentially use all of them without running into capacity limits.
Also, to adjust leveling, edit the Content\Scripts\PlayerProgressScripts.txt file and look for line 761, which starts out as "function CalcXpBonusMultiplier()". Directly underneath that is a declared variable of XpBonusMultiplier = 1.0, if you change that to, say, 10.0, then you'll level 10x as fast, except even if you seem to gain multiple levels per battle, you'll still only gain one level per battle at most, and the rest of the gained XP is discarded.
