- Game is offering a free camera somewhere for example as spectator mode.
- Perhaps freezing the camera and add hotkeys for moving it around but that isn't what a free camera suppose to be.
If you have ever seen a cheat for roaming camera then it's 99% a feature of the game itself that it just unlocked. -

but people created CoSMOS tables that works like a trainers and with camera cheats not to mention weather toggle ( in AC4 and many other games )
