Why is changing customs not allowed? AFAIK the 'rule' currently in place is the old one of avatar every 3 months, I have this account since April and I am on my original one which I can't change. Did the 'rule' change or?

Every 3 months, people with 500 posts can get a free custom avatar, that is uploaded to the servers and processed and then put into the site all is manual.
