The reason the enemy also has unlimited ammo is again mechanics, just like the invulnerable items.
When you enable the unlimited ammo, what it actually does it make the current clip infinite, so you won't see much of a difference on machine guns or sub machine guns, rifles will shoot faster, but on mortars and tanks, they are spraying just as fast as machine guns since they don't have a rate of fire limit set, only a reload speed, as they don't have a clip with several shells.
What you are expecting when you have unlimited ammo is that the guns will behave the same and only the munitions in the Inventory of either the vehicle or the infantry carrying the gun will be increased or made infinte.
For this exact reason I don't use the unlimited ammo cheat nor the invulnerable vehicles because it totally breaks the whole game.
